System Administrators Case - News from NFPE

            The demand for creation of a separate cadre for System Administrators has been discussed several times with the Department. 

                 Last discussion was held in the JCM, Departmental Council meeting and Cadre Restructuring Committee. Department has made it clear that existing System Administrators are not going to be benefited even if a seperate cadre is created and also pointed out certain other adverse aspects of the case. The main points of the Department are (1) In the Recruitment Rules for creating separate cadre Government (DOP & T) will fix higher technical qualifications for the post. (2) Government (DOP & T) will not agree for absorption of existing System Administrators and instead go for direct recruitment as per the Recruitment Rules. (3) Even if a cadre is created there is no much promotional scope in the same cadre as the promotional posts will be very less. Just like Postmaster Cadre they will not get general line promotion and also cannot writ IP & PSS Group B exams. In view of the above all Circle/Divisional Secretaries are requested to inform their views on the following points. (1) Whether we should still stick to our demand for separate cadre (2) Instead whether we should demand special pay or some other benefits for the existing System Administrators.The issue will be again discussed on the next meeting of the Cadre Restructuring Committee to be held on 04-02-2014.

MM Updater with Script Executor


Step 1:
Double click Updater.Exe
By default Server will be selected. Click OK
Step2:
This will execute SRScript.Exe provided with Updater.
( This is based on the concept created by POTools )
Provide your Server name and press Enter. Then press any Key.

The Exl file will be executed through Meghdoot Script Tool. When execution completed, close the Script Tool. Press any key to execute next Exl file. For each file you have to press a key. This is made intentionally to confirm you which file is executed. At the end you can confirm all script files are executed.


Step3: Then select Client and click OK. The Updater window appears. Change the Drive letter as per your installation folder and deselect the components not needed if any for updating.

Click Accept.

The message confirms successful updation.

All the updates and exl files available till 08.12.13  are incorporated in this upload. However,you are requested to check PTC ftp site and follow instructions received from your DO.

ROAD MILEAGE ALLOWANCES TO SYSTEM ADMIN OF INDIA POST

Sub: Admissibility of various kinds of Travelling Allowances in the case of System Administrators, Marketing Executives, PRI(P)s etc.-reg: -
Sir/ Madam,
This is regarding (i) application of Road Mileage Allowance to Systems Administrators, (ii) grant of fixed Conveyance Allowance to Marketing Executives; and (iii) bring the PRI(P)s under TA Rules for the journeys beyond 16 KMs.
2.0 It is reiterated that the Supplementary Rules and the Government Orders thereunder, pertaining to the grant of fixed conveyance allowance, payment of Road mileage and payment of Travelling Allowance to various categories of staff, “including System Administrators, Marketing Executives and PRI(P)s, working in this Department”, for their travels within and beyond 16 KMs, are not only clear and distinct but also their implementation is well within the powers of the Heads of Departments (Heads of Circles in case of Postal Circles).

2.1 It is therefore, requested that the possibilities of payment of Road Mileage Allowance to System Administrators, payment of fixed conveyance allowance to the Marketting Executives may be examined under appropriate rules (ie. SRs 22 to 25, 45 or 46 as the case may be) and Government orders thereunder and decided at Circle level itself. Normal TA/ DA for the journeys beyond 16 KMs from their normal place/ headquarters of duty, may be granted to the PRI(P)s, System Administrators and Marketting Executives, as per the existing provisions available under the Fundamental Rules & Supplementary Rules(Part-II : TA Rules) and Government’s orders thereunder.

2.2 In case the Marketting Executives and System Administrators are also required to travel extensively within 16 KMs, as in the case of PRI(P)s, their cases may also be examined by maintanance of log books for three months with reference to the “GIO(1) below SR-25 prescribing the slabs of distances and corresponding monthly rates of conveyance allowance” and decided swiftly in order to allow the justified allowances to the employees concerned without delay.

3.0 The issue of payment of “fixed conveyance allowance” to the postal assistants assigned the duties of going to Clearing Houses, etc., in connection with clearence of cheques, has also been raised. It is clarified that no such fixed conveyance allowance, like PRI(P)s could be considered for such Postal Assistants as their job cannot be equated with the former. It is therefore, made clear that such officials may be reimbursed actual expenses incurred by them for such visits accoring to their entitlements or prescribed per Kilo Meter rate of road mileage may be granted in case of their journeys carried out through their own scooters/ motorcycles as the case may be, with reference to the applicable rules and instructions.

Entire issues of System Administrators raised by us in the PJCA Memorandum referred to the Cadre restructuring committee. It will be discussed in that committee. Hence the item is not discussed in PJCA meeting.

Guidelines to be followed by the Systems Administrators / Operators of Computerised Offices:


 
. The server should be kept securely away from users to ensure security of data. The system administrator of MSSQL server has full rights on the operation of RDBMS. It is therefore, necessary that only the system administrator authorised performs the administrative functions and does not give the password to other operators. He should also change the password at regular intervals to ensure better security.

. Officials at each of the computerised SB offices have been trained as System administrators and they have been given administrative access to the Server at their respective offices. They have also been provided with the Superuser password in Sanchay post software. Even if more than one system Administrator as been trained in an office only one system administrator should be appointed for the Sanchay Post / Meghdoot application. He should be asked not to give the password of SQL Server to any other person but to keep it to himself: The System Administrators should also be instructed strictly not to use SQL Server Management tools such as Query Analyzer, Enterprise manager etc. but to use the front end application only. They should also ensure that no one else has access to SQL Server Tools, which can be used to tamper with databases.
