BHIM App Launched, PM Narendra Modi Says World Will Google For It: 10 Facts

NEW DELHI:  In keeping with his push to steer India towards a digital economy, Prime Minister Narendra Modi on Friday launched a new e-wallet app, BHIM, named after founding father Dr BR Ambedkar, to make it easier to transact online. The Aadhaar-based mobile payment application will allow people to make digital payments directly from their bank accounts. The PM also reiterated that digital transactions will be rewarded with raffle-like cash prizes from the government.
Here are the 10 latest developments in this big story
  1. The BHIM app is being improved upon so that in time, "only your thumb will be needed to make a payment," said the PM, adding "you will eventually not be dependent on the internet, on smartphones, your thumb will be your bank."
  2. The 50-day deadline to submit invalid 500 and 1,000-rupee notes ended on Friday. The Reserve Bank of India or RBI has asked banks to submit details of the deposits made in the outlawed currency. Nearly 90 per cent of the cancelled notes have been already deposited in banks, which means that the government's intention of removing black money may have missed its mark. PM Modi will address the country this evening to discuss the impact of his abrupt demonetisation drive.
  3. The cash restrictions at ATMs and withdrawals from banks that were introduced after demonetisation will remain in place in the new year. Reserve Bank of India has however raised the daily withdrawal limit at ATMs from Rs. 2,500 to Rs. 4,500.
  4. On November 8, PM Modi's shock announcement rendered 86 per cent of India's currency void, giving people until December 30 to swap their old 500 and 1,000-rupee bills for new ones.
  5. The PM has been widely hailed for his assault on tax evasion but long queues outside banks, a cash crunch and policy flip-flops have led to a concerted attack from the opposition.
  6. The risky gamble is expected to impact the election in Uttar Pradesh, which is expected to be held in February. Many top industrialists and financial experts have praised the PM's call to move towards a digital economy, but some industries have ground to a halt and laid off staff, highlighting India's huge dependence on cash.
  7. As the almost two-month window draws to a close, serpentine queues outside banks have thinned down but a single 2,000 rupee note is still all that most ATMs dispense to customers.
  8. Until March 31, old notes can be deposited with the Reserve Bank of India but December 30 was the last opportunity to do so at other banks. After the March deadline there will be a minimum 10,000 rupees penalty for holding old notes.
  9. Analysts say the cash squeeze will seriously dent India's economic growth in the short term, a prediction challenged by Finance Minister Arun Jaitley. Ratings agency Fitch revised down its GDP forecast for the fourth quarter of 2016 to 6.9 per cent from 7.4 per cent.
  10. Economists expect the economy to benefit in the long term due to an increase in tax revenues but only once there is a plentiful supply of those elusive new notes in circulation. Many Indians have said they didn't mind the hours of queuing if it forced the rich to pay taxes.

Sub: Meeting with the Committee on Allowances

The Staff Side, National Council(JCM) had a meeting with the Committee on Allowances on 1st September, 2016, wherein it was advised us to send the committee a detailed note. Subsequently, on 16th September, 2016 we sent a detailed note on the allowances to your goodself with the hope that the Committee on Allowances would consider the same, and in case of reservations, they would at least hold a meeting on the detailed memorandum submitted by the Staff Side(JCM).

Almost four months have passed without any outcome. All the Central Government Employees’ are quite agitated as well as are having mental agony because allowances of the VII CPC, have not been implemented.

You are, therefore, requested to fix-up a meeting of the Committee on Allowances, at an earliest to resolve the issues placed in the memorandum of the Staff Side(JCM) on various allowances.

Here it is worth-mentioning that, the issues related to DoP&T were discussed by the Secretary(DoP&T) with the Staff Side on 25th October, 2016. The Staff Side is of firm opinion that, there should be resolution to the demands, and these Allowances should be implemented with effect from 01.01.2016, i.e. the date from which VII CPC has been implemented.

AIPRPA CHQ writes to Honourable Prime Minister!



Honourable Prime Ministerji Namaskar. We are constrained to address this letter to you as we found that even after 50 days of implemented demonetization, the pensioners and family pensioners of government of India are not in a position to receive their pension amount today. Today being the pay-cum-pension day (31.12.2016) we are facing acute currency shortage in many post offices from where we draw our pension and family pension. State Bank of India reports 'no cash' beyond the paltry and insufficient level of currencies to post offices. The senior citizens including those aged above 80 and 90 are to get only around 2000 as pension today in many places. The authorities should have known to take sufficient precautionary measures to take care of payment of pension to Pensioners and family pensioners as all know that today is the pension day. We as part of the society were patient at your assuring words that after 50 days things will turn normal. But things have turned worse as at least last month pension day ensured better payment to us. We are pained to see that your assurances have become meaningless. We request that your administration should take instant measures to give relief to pensioners and family pensioners, who toiled for the society their entire service.

Please refer to our circular DCM (Plg) No. 1424/10.27.00/2016-17 dated November 25, 2016 on “Withdrawal of cash from bank deposit account - Relaxation”.

2. On a review of the position, the daily limit of withdrawal from ATMs has been increased (within the overall weekly limits specified) with effect from January 01, 2017, from the existing ₹ 2500/- to ₹ 4500/- per day per card. There is no change in weekly withdrawal limits. Such disbursals should predominantly be in the denomination of ₹ 500.

3. The relaxation of withdrawal limits as enabled by our circular DCM (Plg) No. 1437/10.27.00/2016-17 dated November 28, 2016 remains unchanged.

Clarification By Govt On Payment Of Salaries Only Through Banks.



It is seen from the media reports that there is a general impression that is being created that the Government is bringing an amendment to the Payment of Wages Act to make mandatory the payment of wages to the workers only through cheque or accounts transfers. This is not the correct position.


It is clarified that the government proposes to bring an amendment to Section 6 of the Payment of Wages Act which will further provide crediting the wages in the bank account of the employees or payment through cheque along with the existing provisions of payment in current coin or currency notes.
This is being done to facilitate the employers from making payment of wages using the banking facilities also in addition to the existing modes of payment of wages in current coin or currency notes.

Also, the appropriate Government (Centre or State) will have to come up with the notification to specify the industrial or other establishments where the employer shall pay wages through cheque or by crediting the wages in employees’ bank account. It is, therefore, clear that the option of payment through cash is still available with the employers for payment of wages.

It may be understood that the Payment of Wages Act was passed in the year 1936 (eighty years ago) and the situation prevailing at that point of time has completely undergone a technological revolution. Most of the transactions now take place through the banking channels. The proposal of Ministry of Labour and Employment to bring an amendment to Section 6 of the Act is an additional facility of crediting the wages in the bank account of the employees or payment through cheque along with the existing provisions of payment in current coin or currency notes.The above proposed amendment will also ensure that minimum wages are paid to the employees and their social security rights can be protected. Thus the employers can no longer under-quote the number of employees employed by them in their establishments to avoid becoming a subscriber to the EPFO or ESIC schemes. It is also pointed out that the states like Andhra Pradesh/Telangana, Kerala, Uttarakhand, Punjab and Haryana have already come out with notifications to provide for payment through banking channels.

December-January is fog days in Northern India, especially Delhi. Because of the high level pollution, it is not fog that engulfs Delhi but smog. Temperature dips and rises quite often. Air and Rail traffics are frequently disturbed and sometimes go out of gear. It was not unknown to the National Sectt.of the Confederation when they decided to organize the rally at the Parliament street on 15th December, 2016. There was no alternative as on November, 6th, the stipulated four months period was over. The National Sectt. of the Confederation came to the conclusion that the Government of India is run by people who indulges in double speak. They have no shame even in indulging in betrayal.
Confederation has a noble history and fine tradition. It does not indulge in the nasty habit of mincing words. It exhibits the courage of calling a spade a spade. It always has stood for the interest of the employees and workers, whom it represents. It was built up over the years in the high values and traditions of a fine trade union. While it believes that despite the differences in ideology, perception, and approach to the issues and problems, methods of negotiation, unity of the employees and workers are paramount in winning demands. It was to uphold that tradition, on innumerable occasions, it agreed to defer the strike action, and ultimately even on 11th July, 2016. It had perceived correctly the weak pretensions of the Government, demonstrated before the leaders of the NJCA both on 30th june, 2016 and 6th July, 2016. Therefore, its leadership could appreciate the criticism that emanated from the right thinking persons in its stride. Many of those who chose to criticize the decision were concerned of the dent the decision to defer the strike action had created to the image of the Confederation. An explanatory campaign was the need of the hour. For sheer paucity of time, it could not be undertaken. It would have allayed the apprehensions. When it was done, though a little belatedly, it had its salutary impact. And naturally, the National Sectt. could not have indulged in the luxury of revisiting the issue with independent action programme when the climate in Delhi could become tolerable. As is the case with every vibrant organization, there are persons who take advantage of the situation, criticize and create cacophony with the intent of destroying the very organization itself. The mammoth rally at Delhi in front of the Parliament house on 15th December, 2016 was the vindication of the understanding the Confederation National Sectt. had on the issues and a magnificent reply to all those whose intent was to destroy the organization. 
It is quite heartening that our Comrades, who felt betrayed by the chicanery of the Present Government, weathered the inclement weather conditions, the disruption of rail and air traffic movements, the difficulties in reaching the venue by road, the chilly atmosphere at Delhi and above all the persisting engineered criticism of certain vested interest, exhibited the anger and discontent in the most exemplary manner on 15th December, 2016. They deserve our felicitation, congratulation and grateful salute in creating yet another historic and successful programme. They have through their loud and emphatic slogans raised and followed by thousands provided the required impetus to the National Sect. and confidence to go ahead with the forward steps of the battle. The decision that was announced by the Secretary General to organize a one day token strike in protest against the attitude of the BJP Government was greeted therefore, with great enthusiasm by the rallyists
The demonetization and the consequent debilitating impact over the availability of currency has indeed made insurmountable impediments. The whole country has been taken for a ride in the name of the noble cause of cleaning the economy of the black income. Neither the generation of the black income s tapped nor its proliferation has been targeted. About one fifth of the National income of the country is stated to be in black. That hurts and hurts the common people. While the successive Governments that came to power in the country since 1991, including the present in office had been extending concessions and exemptions for the corporate giants in crores, the common people were finding it difficult to make the both ends meet. The enforcement laws fear to knock at the doors of those who have looted the Nation and refused to pay back even the loan they had contracted from the Nationalized Banks . The circus in the floor of the Parliament, session after session, precludes any serious discussion or deliberation over the good or bad of the executive decisions concerning governance. All appears to be with a design to obliterate the real issues of the people from the centre stage.
The 105,000- crores, which is a highly exaggerated financial outflow worked out by the 7th CPC for this fiscal year has been substantially reduced, thanks to the deferring the grant of enhanced allowances, disapproval of the Option No.1 granted by the commission to the Pensioners as a relief, the continuous derailing of the negotiatin
g machinery and the sheer refusal even to abide by the decisions of the Judiciary and Arbitration Boards, deferring decision on extending the benefit of revision of wages and pension to the employees of the autonomous organizations etc. To sustain the untenable actions, threats are employed invoking the provisions of the colonial rules and regulations. A good number of participants in the magnificent rally at the Parliament street on 15th December, 2016 was the retired personnel, despite their physical debilities due to the advancing age. They look forward to the NCCPA and the Confederation to articulate, present and fight for their demands and ensure that justice is rendered to them.
There is no doubt that the ongoing struggle undertaken by the Confederation will create sanctions not only on the Government but also on those who witness it from the sidelines but refuse to become part and parcel of an event that is bound to have its imprint in the history of the movement of the Central Government employees in the country. That should not deter us but steel our determination to march to its glorious end of victory.

How To Update Phone Number, Email Id For PLI Customers For Allowing Online Access 

To incorporate the mobile number and email address in the System the following procedures are to be followed by CPC.
  1. The policy holder is to submit an application to the CPC Head on person or through mail stating his/her policy number, Mobile number and email address ( Email address should be written on capital letters so that no mistake will occur by the CPC personnel while data entry is to be done) requesting incorporation of the same in the System. He/She is to enclose self attested photo copies of policy bond or first page of the P.R.Book and identity proof (photo copy Aadhar or Voter Card).
  2. He will submit these to the CPC and take receipt for submission of application, generated from the System.
  3. The CPC personnel will then follow the procedure as same as change of address done. i.e scan the documents, do ECMS and Data Entry and then Quality Check &.Finally Approval.
  4. After approval.
The CPC personnel will send him/her the reply to his/her Email address.to the effect that ' Your mobile number and email address has successfully been incorporated in the System. You may now feel free to register your policy online, set your password as per your choice and perform all sorts business relating to PLI/RPLI, as and when, required without visiting any Post Office or CPC
