Govt. mulls ban of official usage of Gmail, Yahoo

Wary of cyber snooping, the government could ban e-mail services such as Gmail and Yahoo for official communications by December this year in a move to safeguard its critical and sensitive data.
The government is expected to route all its official communication through the official website NIC’s email service.
The Department of Electronics and Information Technology (DEITY) is drafting a policy on e-mail usage for government offices and departments and the policy is almost ready. The department is now taking views from other ministries on it.
“E-mail policy of the government of India, as this policy will be called, is almost ready and we are taking views from other ministries on this. Our effort will be to operationalise it by mid or end-December,” DEITY Secretary J Satyanarayana told reporters on the sidelines of a CII summit.
According to official sources, the policy seeks to protect the large amount of critical government data.
It also aims to make it mandatory for government offices to communicate only on the nic.in platform rather than commercial email services like Gmail, Yahoo, Hotmail etc.
The policy is expected to cover about 5-6 lakh Central and State government employees for using the email service provided by National Informatics Centre (NIC).
On investments required for the policy, Mr. Satyanarayana said: “We immediately require about Rs 4-5 crore to ramp up the NIC infrastructure. But, the total investment needed for the full operationability of the e-mail policy could be around Rs 50-100 crore.”
This will also include integrating the e-mails with cloud so that official data can be saved on a cloud platform, which can then be easily shared with the concerned government ministries and departments, he added.
The development comes close on heels of concerns being raised by a section in the government, especially intelligence agencies, over use of email services, provided by foreign firms (mostly US-based), which have their servers located in overseas locations, making it difficult to track if sensitive government data is being snooped upon.
The move also assumes significance in light of the fallout of the Snowden saga, which contended the US intelligence agencies used a secret data-mining programme to monitor worldwide Internet data to spy on various countries, including India.
Former technical contractor for National Security Agency and Central Intelligence Agency Edward Snowden had leaked what was allegedly details of a top-secret American mass surveillance programme, which led to countries analysing the safety of their official Internet-supported communication networks.

Despatch Issues And Solution
- Non-feeding of mobile number does not allow for completion of transaction.
- Speed Articles are getting fetched in the Despatch Application.
- Even after deleting EPP / SPEED bags by Supervisor, on reopening of Despatch Application, deleted bags are recreated automatically.
- While closing Foreign Registered Articles it prompts a message that “Last two characters of Article bar code should be IN” and does not allows electronic dispatch of foreign registered articles.
- While scanning the articles at the time of closing bags, the Article Number area does not gets cleared automatically after scanning of a particular article thereby causing difficulty / delay in scanning.
- Error Message: “For your Circle ……….. first character of Parcel Article Barcode should be C”.
- The last two characters of the Article Barcode should IN - for parcel and Express parcel articles only.
- Error Message: “For your ……….. circle bag barcode should be in between ……… and ………… but we have received bag barcode number ………. and ……… for closing the parcel bags.
- While closing Speed bag in Despatch Module, errror message that articles should be start with R, but for Speed Articles will start with E(Ex:EN545369491IN).
- Error message: “Implicit conversion of varchar value to varchar cannot be performed because the collation of … collation while opening the Unregistered Letter Bag”.

Pensioner DA Arrear generation.
- Pension with 80% DA should be drawn for the months required i.e. July 2013 to Sep 2013.
- Modify (NOT NEW DA ) the DA under Allowances --> Modify --> Select Correct DA already configured i.e. 80% in this case --> Edit --> Select 80% config --> Enter from month 07/2013 and rate as 90%.
- Generate Arrear Vouchers --> Select that particular DA which was configured as 90%...because many offices are having many DA in different names.
- Reports --> Arrears; the Arrear Vouchers shall be displayed.
Deletion of PLI / RPLI unwanted Policies.
- After running the said exe a new submenu will appear under the “Tools” menu named as “Delete PLI RPLI unused data from PLI Master”.
- This option will delete only those PLI / RPLI Policy Numbers from PLI Master Table or which no transaction of any type has since been done in the office.
- In order to delete the PLI / RPLI Policies for which any transaction has take place in he office at first those particular transactions should be get deleted first, then this
- option to be used for deletion of those wrong policies, then enter correct policy details and then re-enter those transactions which were deleted.

Indian National Defence Workers Federation continuously representing in various forums and also raised before Hon’ble Defence Minister on the pending issues of Defence Civilian employees. Now on the following issues, decisions were taken by Ministry of Defence which are as follows.
1. GRANTING OF 3rd MACP UNDER FINANCIAL UPGRADATION TO MCM AND CHARGEMAN
Master craftsman pay was upgraded to Rs.4200/- Grade Pay w.e.f. 01.01.2006 and was clarified by PC of A (Fys) that it was not considered as promotion and accordingly all these MCMs and re-designated Chargeman(T) were granted 3rd MACP on completion of 30 years of service to Rs.4600/-. Subsequently DOP&T vide their letter dated 13.07.2012 and M of D vide their letter dated 23.07.2013 clarified that their upgradation was treated as promotion thereby denied the MACP – III and conveyed by PC of A (Fys), Kolkatta to recover the payment paid excess from Rs.4200/- to Rs.4600/- Grade Pay. This was strongly protested and represented by Indian National Defence Workers Federation to DOP&T, M of D and OFB to review the decision and grant Rs.4600/- Grade Pay. The reduction of Grade Pay and recovery was stopped awaiting for the decision from DOP&T. The recovery was stopped including the reversion from Rs.4600/- Grade Pay to Rs.4200/- Grade Pay in respect of serving employees.
Now, due to our efforts, DOP&T sent back the file to M of D on 14.10.2013 stating that if the MCM is not the feeder grade to Chargeman for promotion as per the existing Recruitment Rules, it may be confirmed and if so the employees completed 30 years can be considered for granting 3rd MACP to Rs.4600/-. Now M of D had made out the proposal in conformity with SRO that MCM is not the feeder grade to Chargeman and only HS I is the feeder grade and the file was sent to M of D (Finance) for their acceptance and after obtaining clearance from M of D (Defence Finance), formal order will be issued by DOP&T revising its order dt 13.07.2013 and then all the MCMs granted Rs.4600/- under 3rd MACP will be allowed is continue.
This is a major achievement for Indian National Defence Workers Federation in succeeding to get this issue resolved with going to Court. This will benefit existing employees and the retired employees who got the benefit of 3rd MACP Rs.4600/-.
2. ENTITLEMENT OF 30 DAYS EL IRRESPECTIVE OF OPTION IN RESPECT OF PIECE WORKERS OF ORDNANCE FACTORIES
Piece Workers are denied 30 days EL and were granted only 18 days in a year whereas 30 days EL was granted to all Industrial Employees in defence vide the agreement reached between Government of India and Staff side National Council JCM reached signed on 11.09.1997. Since, the Piece workers have opted leave under FactoriesAct, 1948, they are denied the benefit of 30 days.
The issue was discussed at JCM III, II and with DOP&T by Indian National Defence Workers Federation and a proposal was sent to DOP&T through M of D, that one set of Leave Rules (Departmental Leave Rules) is acceptable for all employees and therefore, the Leave Rules under Factories Act, 1948 is to be ignored and the benefit of Leave Rules under Departmental Leave rules be granted to all Industrial Employees in Ordnance Factories.
The above proposal was agreed by M of D, Department of Defence Production to DOP&T and the same was agreed. Accordingly, Department of Defence Production D(Estt/NG) vide their letter No. I.D.No.8/IR/08/D(Fy-II) dt 25.09.2013/04.10.2013 issued clarification to Ordnance Factory board that all the employees are now eligible as per the agreement and as per clarification issued by Ministry of Labour for 30 days. OFB with the approval of PC of A (Fys), Kolkatta is issuing instructions to all Ordnance Factories within 3 days granting 30 days EL which Indian National Defence Workers Federation demanded that the benefit to be granted with retrospective effect i.e. from the date of granting 30 days EL (11.09.1997 agreement).
This is an important achievement of Indian National Defence Workers Federation by which thousands of retired employees will get the benefit of 12 days in a year for encashment. This may be communicated to the retired employees also.
3. GRANT OF EX-GRATIA LUMPSUM COMPENSATION TO THE FAMILY MEMBERS OF THE DECEASED EMPLOYEES OF ORDNANCE FACTORY ORGANISATION IN CASE OF DEATH A DUE TO ACCIDENTS WHILE ON DUTY.
All Civilian employees of Government of India are entitled for grant of Ex-gratia lump-sum compensation for an amount of Rs.10,00,000/- as per the provisions contained in Para 07 of DOP & W OM No.45/55/97-P & PW(C) dt 11.09.1998 read with para 11 of DOP & PW OM No.38/37/08-P & PW(A) dated 02.09.2008. There are many employees expired due to accidents in Ordnance Factories has been seriously represented by Indian National Defence Workers Federation President Shri Ashok Singh also written number of letters to Hon’ble Defence Minister to grant the Ex-gratia Rs.10 lakhs to the affected families though they have been provided employment assistance out of turn.
Now we are pleased to inform that Ministry of Defence, Department of Defence Production vide their letter no.444/IE/05/D/(Fy-II) dt 18.10.2013 issued sanction to Ordnance Factory Board for 30 cases with a total amount of Rs.3 Crores for disbursement immediately to the families of deceased employees. This will be in respect of Ordnance Factory Bhandara, Cordite Factory Aruvankadu, Ammunition Factory Khadki, Ordnance Factory Khamaria, Ordnance Factory Itarsi and other factories where accidents have taken place. This is a great achievement.
4. APOINTMENT OF 7th PAY COMMISSION
On the approach of INTUC, UPA Government agreed to appoint 7th Pay Commission and will be effective from 01.01.2016. Government invited the Federations (National Council Standing Committee members) for discussing the Terms of reference for the 7th Central Pay commission. A meeting was held under the Chairmanship ofSecretary, DOP& T on 24.10.2013 at 1500 Hrs at North Block on behalf of Staff side we have proposed the following:
a) Government of India should come out with their proposal on Terms of Reference and then Staff side will give their proposal.
b) All anomalies pending including MACP to be settled.
c) One Labour leader to be included in the commission.
d) All pending cadre Review proposals should be delinked from 7th CPC.
After consulting the Ministry of Finance, the proposal of Draft will be given to us for discussion.

A meeting was held under the Chairmanship of Secretary, DOP& T on 24.10.2013 at 1500 Hrs at North Block. Staff side Members, National Council JCM Standing Committee, have attended this Meeting. On behalf of Staff side the fallowing suggestion has been given to the Central Government

PC not recognizing your USB drive? Here's what to do
If your PC is not recoignizing your USB drive, then here are some tips to save your day. |
External drives — either USB flash drives or external hard drives — should be easy to use. In some cases, you may connect your drive to a Windows PC or another device with a USB port and find that it's not recognized. This problem can be caused by partition issues on your external drive, using the wrong file system, dead USB ports, driver issues in Windows, or other problems. In a worst case scenario, the drive itself may simply be dead.
The steps below will be the same for both USB flash drives and larger external hard drives, which work similarly.
Does the drive show up in disk management?
First, let's check whether Windows detects the drive when you plug it in. Plug your removable drive into your computer. If it's an external hard drive, you may have to flip a power switch on the hard drive to activate it. Some heavy-duty removable hard drives may even have to be plugged in with a separate power cable before they'll work.
Next, open the Disk Management tool. To do so, press Windows Key + R, type diskmgmt.msc into the Run dialog, and press Enter.
You should see your external drive listed in the Disk Management window. Even if it doesn't appear in your Computer window because it doesn't contain any partitions, it should show up here.
If you do see the drive here, you can continue to the last section where we'll format it properly so Windows or your other devices can access and recognize it.If you don't see the drive here, continue to the next section where we'll try to determine why your drive isn't recognized.
Making Windows recognize the drive
If Windows doesn't see your drive at all, it's possible there's a hardware issue with your computer's USB port, a driver problem with your Windows computer, or you may just have a dead drive.
First, unplug the drive from your USB port and try plugging it into another USB port on your computer. If it works in one USB port but not another, you may have a dead USB port. If you've plugged the drive into a USB hub, try connecting it to the computer instead. Some USB hubs won't provide enough power for your external drive to function.
If the drive doesn't show up in Disk Management even after you skip the USB hub and connect it to another USB port on your computer, it's tough to know for certain whether the drive itself is bad or the computer is having a problem. If you have another computer nearby, try plugging the drive in there to check whether it's detected. If the drive doesn't work on any computer you plug it into — be sure to check whether it appears in the computer's Disk Management window — the drive itself is likely dead and will need to be replaced.
If the drive does work on other computers — or you don't have another computer around to test this with — Windows may be having a driver problem with the drive. You can check for this using the Device Manager.
To open it, press Windows Key + R, type "devmgmt.msc" into the Run dialog, and press Enter.
Look under Disk drives and check for any devices with a yellow exclamation mark next to them. If you see a yellow exclamation mark, you have a driver problem. Right-click the device with a yellow exclamation mark, select Properties, and look at the error message. This error message can help you fix the problem — you may want to perform a Google search for the error message you find.
Such problems can be tricky to fix. If the problem started recently, you may want to run System Restore. You may want to use the Update Driver button to install an updated driver, use the Roll Back Driver button to revert any changes, or use the Uninstall button to uninstall the device from your system and hope that Windows will reinstall the driver and configure it correctly when you reconnect the drive.
Partitioning and formatting the drive
We can use the Windows Disk Management tool to fix partition and file system issues with the drive. If you see that the drive is unpartitioned and is full of "unallocated space," you'll want to create a new partition on it. This will allow Windows and other operating systems to use it.
To do so, right-click inside the unallocated space, select New Simple Volume, and go through the wizard to create a new partition.
If your drive is partitioned and you still can't see it, ensure you've set a drive letter so you can access it in Windows. This should happen automatically, but if you've manually unset the drive letter, the drive may not show up and be accessible in Windows.
To do this, right-click the removable drive's partition, select Change Drive Letter and Paths, and add a drive letter. For example, add the letter G: and the removable drive will be accessible at drive G.
If the drive does appear to be partitioned, it may be partitioned with the wrong file system. For example, you may have formatted the drive with the ext4 file system from Linux or the HFS Plus file system from a Mac. Windows can't read these file systems. Reformat the drive with the newer NTFS file system or older FAT32 file system so Windows will be able to recognize it.
To reformat a partition, right-click it, select Format, and select your desired file system.
Note that this will erase all the files on your drive, so you'll want to copy any important files off of it first — for example, if you formatted the drive on a Linux or Mac computer, take it back to a computer running Linux or Mac and copy your important files off of it before continuing.
If you can't access the drive from another device, such as a DVD player, smart TV, game console, or media center device, it may be formatted as NTFS. Many devices, even Microsoft's own Xbox 360, can't read the Windows NTFS file system. They can only access drives formatted with the older FAT32 file system. To fix this problem, simply reformat the NTFS partition as FAT32. The drive should then be recognized by other devices when you connect it to them.
Note that this process will erase the files on your external drive. Copy the files off the drive to back them up first, if necessary.format-removable-drive-as-fat32Following this process should solve most of the disk recognition issues you'll encounter. If a drive isn't recognized by any computer you connect it to and never shows up in the Disk Management window, it's probably dead.
